The Illawarra Escarpment Mountain Biking Concept Plan was developed by Dirt Art, a company who specialises in mountain bike trail design. The concept plan outlined the possibilities of a mountain bike trail network based on prefer trail alignments of mountain bike users, and environmental and cultural heritage information that was available. The concept plan included on site ground inspections and involved detailed trail network rationalisation and refinement. The concept plan has been used by National Parks and Wildlife Service and Wollongong City Council to form the Illawarra Escarpment Mountain Bike Draft Strategy for public comment.
